Does the US Government prefer to reward failures and to penalize achievers?

From my interpretation of the current health care system of the USA, including both private and government health insurance or programs, it appears as though working hard to earn the American Dream--a house--or financial independence when you retire is against our best interests now. But, why? Can this be explained or justified?
