What does this mean...IPhone?

att&t,the exclusive U.S service provider for the iphone,said it would go on sale beginning July 11 who sign on for a 2 yr contract. There would be penalties for users who DO NOT activate the Iphone in the first 30 days,att&t said,in a move aimed at reduicing the number of customers who buy an iphone and tweak the software so they can use it on other carriers! Un quote! I just read that on Reuters...so what does that mean!? That can only mean 1 thing right....its not mandatory u sign an in store activation...what else can THAT mean!!!!???? If their no other way,y would they say u would get penalized if u dont do it within 30 days of purcahse...right? Answer if u know...if dont, dont answer!
